From Groundbreaking to Grand Opening: How TikaPro and TikaPOS Power Hotel & Restaurant Pre-Opening in Indonesia
TikaPro.id
- 13 minutes read - 2629 wordsFor a new hotel or restaurant, financial control is often won or lost long before opening night. Pre-opening is the stretch, usually six to twelve months, when money leaves the business fastest and is hardest to track.
The risks are easy to picture: kitchen equipment paid for twice, a uniform supplier billing for more sets than it delivered, or an owner finding out the pre-opening budget is spent only when the bank balance runs low. Usually none of this is fraud. It is a systems problem: purchasing over WhatsApp, approvals by voice note, invoices in a folder nobody reconciles, and a POS configured the week before soft opening.
This article explains how two tools we built here in Bali, TikaPro (all-in-one accounting with payables automation) and TikaPOS (point of sale with built-in bookkeeping), can close those gaps during the pre-opening window, with practical notes for owners and pre-opening teams in Indonesia, Bali and Lombok.
Why this matters now in Bali and Lombok
The demand side is strong. BPS Bali recorded 6,948,754 direct foreign arrivals in 2025, up 9.72% on 2024, with Australia the largest source market at 23.44%. ANTARA also reports 26.6 million domestic tourist trips to Bali in 2025.
Lombok is catching up. The Mandalika special economic zone keeps filling hotels around big events: ANTARA reported several Mandalika hotels at 100% occupancy for a running event in July 2026. New supply is coming too, such as the 150-hectare Samara Lombok development, slated for early 2028.
More openings mean more competition for guests, staff and suppliers. The operators who open on budget, with clean books from day one, are the ones who can afford to fight for market share in year one.
The pre-opening finance problem
Pre-opening is the only period in a property’s life with heavy spending and zero revenue. Every rupiah is either capital expenditure, a pre-opening expense, or working capital, and each lands differently in the books.
Common pressure points:
- Three budgets at once. FF&E and OS&E (operating supplies and equipment) are usually capitalised. Pre-opening payroll, training, marketing and launch events are expenses. Opening inventory of food, beverage and amenities is working capital. Mix them up and your first-year P&L and depreciation are wrong from the start.
- Many new vendors. Even a mid-sized resort can take on dozens of suppliers in a few months: contractors, furniture makers in Jepara, linen, crockery, kitchen equipment, IT, uniforms, local produce. Each needs terms, tax details and a payment history.
- Many people buying. The chef orders smallwares, the housekeeping manager orders linen, the owner’s rep orders art. Without a single approval path, nobody sees total commitments until the bills arrive.
- Partial and damaged deliveries. Imported and inter-island goods often arrive in several shipments, some broken. If receiving is not recorded line by line, you will pay for items you never got.
- Tax and compliance from day one. Input VAT (PPN) on large FF&E purchases, withholding on contractor and service invoices, and the regional hotel and restaurant tax (PBJT, still widely called PB1) on sales all need clean records. Auditors and tax officers will ask who approved what, and at what price.
- The POS is an afterthought. Menu, prices, tax and service charge are often keyed in during the last week. That is how a property opens with wrong prices, no stock control and sales that never reconcile to the bank.
The fix is not more spreadsheets. It is one system of record for spending, set up before the first PO goes out, and a POS that writes its sales straight into the books.
How TikaPro protects the pre-opening budget
TikaPro is our all-in-one accounting platform, built by our team in Bali. It combines financial reports, vendor bills, expenses, daily sales and inventory in one place, and its purchase order module runs the full procure-to-pay cycle. In pre-opening, that cycle is the whole game.
1. Procure-to-pay in one flow
TikaPro takes a purchase from request to payment in six steps: request, approve, issue PO, receive, match and bill, pay. For a pre-opening team this replaces the WhatsApp order and the forwarded invoice with a numbered, approved document trail.
| Step | What it does in pre-opening |
|---|---|
| Request | Department heads raise requests with item, quantity, estimated cost, department and reason |
| Approve | Routed by amount, department or category; approvable from mobile, so an owner abroad can sign off |
| Issue PO | Sequentially numbered PO with agreed price, tax, delivery date and terms, sent to the supplier as a PDF |
| Receive | Stores or the outlet records what actually arrived, line by line, including partial deliveries and damaged items |
| Match and bill | One click turns the PO into a vendor bill; mismatches in price or quantity are held for review |
| Pay | Only matched, approved bills are scheduled for payment, and everything posts to the ledger |
2. Budget control before money is committed
Budgets can be set by department, cost centre, project or outlet. Approvers see budget, committed and actual side by side, and get a warning when a PO would exceed what is left. Open POs count against the budget the moment they are approved, so two managers cannot spend the same allocation.
A practical setup is cost centres that mirror the pre-opening budget: FF&E, OS&E per department, IT and systems, pre-opening payroll, sales and marketing, and opening inventory. The owner can then see, on any day, how much of each line is committed and how much is spent.
3. 3-way matching stops overpayment
TikaPro compares the PO, the goods receipt and the vendor bill, with tolerances you set, and flags duplicate bills by supplier and invoice number. A typical case: a restaurant orders 50 kg of beef, receives 48 kg, and is billed for 50 kg at a higher price. The system shows the correct payable is Rp 6,720,000, not Rp 7,250,000.
Scale that to OS&E. If a crockery order is short by 60 plates and 40 arrive chipped, the bill is held until someone resolves it. Across a full pre-opening, catches like these add up quickly.
4. Correct accounting for commitments and accruals
An approved PO is tracked as a commitment, not an expense, so liabilities are not inflated. When goods are received and the bill matched, TikaPro posts the entry with PPN input split out and linked to the original PO. The open-receipt report shows goods received but not yet billed, which is exactly what you need to accrue at month-end when contractors are slow to invoice.
5. Expenses, cash advances and reimbursements
Pre-opening teams spend a lot of petty cash: market runs, site visits, training lunches, emergency hardware. TikaPro handles mobile receipt capture with OCR, cash advances, reimbursements and spending policies by department, with multi-level approvals and a full audit trail.
6. Real-time reports, bank reconciliation and integrations
Balance sheet, P&L and trial balance are available in real time with multi-period comparison and department filters. Bank transactions are matched automatically to book entries. Purchasing reports show open POs, spend by supplier and category, price history per item and supplier delivery performance, which is useful when you renegotiate after opening. An open REST API and integrations such as Xero are available if your owner or management company already uses another ledger.
Decide early whether pre-opening costs sit in the operating company or the owning company, and build the chart of accounts and cost centres accordingly. If you plan to report under USALI after opening, our guide to USALI and PSAK for hotels in Indonesia covers the chart of accounts structure. Our team will help you structure this for your entity setup before you load the budget.
How TikaPOS gets outlets ready to trade
TikaPOS is our point of sale for restaurants, cafés and shops: offline-first and multi-outlet. Its key difference is built-in accounting: every sale, tax, PO and invoice is recorded to your general ledger accounts automatically, so sales never need to be retyped at month-end.
Pre-opening is when the POS should be built, not the week before doors open. Here is what to set up, and why each piece matters.
Menu and item master, per outlet
TikaPOS keeps categories, variants, prices per outlet and tax per item in one catalogue. A resort with an all-day dining restaurant, a pool bar, a beach club and a boutique can price the same Bintang differently in each, with the correct tax treatment, from one master list. Build and freeze this catalogue during menu tastings, not after.
Payments that match how guests pay in Indonesia
Cashiers can take cash, debit and credit cards, QRIS, bank transfer and custom methods, with split payment in a single transaction. In Bali, a table of four Australians may pay with two cards, one QRIS scan and some rupiah. Testing all of these before soft opening avoids a queue at the till on day one.
Cash sessions and shift control
Each shift opens with a starting float. At close, the system calculates expected cash, the cashier enters the physical count, and the variance is recorded. Train every cashier on this during mock service so the habit exists before real money moves.
Stock that moves on its own
Stock goes down automatically when items are sold and up when goods from a PO are received, tracked per outlet or warehouse. Load your opening inventory as a received PO, and from the first sale you know what should be on the shelf.
Purchase orders and invoices without re-entry
TikaPOS can raise POs to suppliers and record their invoices, and these also post to the books automatically. For a small standalone café, that may be all the purchasing control it needs.
Multi-outlet from one account
Several outlets can run in one account, each with its own cashiers, cash sessions and stock, with consolidated reports. That fits Bali groups with outlets in Canggu, Seminyak and Ubud, or a Lombok operator with a hotel in Senggigi and a beach club in Kuta Mandalika.
GL mapping set up by finance, not by the vendor
TikaPOS maps sales, payments, discounts and tax to GL accounts, with a document log for every posted transaction. Have your financial controller design this mapping in pre-opening, aligned with the TikaPro chart of accounts, so revenue lands in the right lines from the first soft-opening cover.
Using TikaPOS through soft opening
Run friends-and-family nights and staff-meal service through the live POS, with real prices and real cash sessions. Post complimentary covers as 100% discounts so they hit the right account. Then review the soft-opening P&L by outlet. You will find menu pricing errors, missing items and training gaps while the cost of fixing them is still low.
A pre-opening timeline for both systems
The right time to start is about 12 months before opening for a resort, and 6 months for a standalone restaurant. Compress the phases below for smaller projects, but keep the order.
| Phase (resort timing) | TikaPro | TikaPOS |
|---|---|---|
| 1. Foundation (12 to 9 months out) | Confirm entity and tax status, build chart of accounts and cost centres, load the approved budget, set approval rules | Agree outlet list, concepts and which outlets share stock |
| 2. Procurement (9 to 4 months out) | Register vendors, run all FF&E, OS&E and IT purchases as POs, record goods receipts, pay only matched bills, reconcile bank weekly | Build the item master during menu tastings, with per-outlet prices and tax per item |
| 3. Readiness (4 to 1 months out) | Accrue open receipts at month-end, track pre-opening payroll and training costs, review budget vs committed weekly | Freeze the item master, map sales, payments, discounts and tax to the GL, test every payment method, load opening inventory |
| 4. Go-live (final weeks and soft opening) | Review the soft-opening P&L by outlet, close out the pre-opening budget, hand over to operating budgets | Train cashiers in mock service with cash sessions, run soft opening on the live POS |
Each phase depends on the one above: budgets and approval rules must exist before the first PO, and the item master must be frozen before cashier training starts.
Bali and Lombok: what is different on the ground
Generic pre-opening playbooks are written for city hotels with a head-office procurement team. Island projects run differently.
- Absentee and foreign owners. Many Bali villas and Lombok resorts are owned by investors in Jakarta, Australia, Singapore or Europe. Mobile approvals and real-time budget-versus-committed reports let them control spend without flying in for every decision.
- Long, fragmented supply chains. FF&E comes from Java, imported equipment clears in Surabaya or Jakarta, and goods for Lombok often cross by sea. Partial deliveries and breakage are normal, which is why line-by-line goods receipt and 3-way matching matter more here than in a city.
- Many small local suppliers. Fish from Jimbaran, vegetables from Bedugul, coconuts from the village next door. Small vendors often invoice by hand or by WhatsApp photo. A PO with a fixed price and a receipt record protects both sides when prices move.
- Connectivity gaps. Uluwatu cliffs, Nusa Penida, the Gili islands and parts of south Lombok can lose internet. An offline-first POS keeps taking orders and payments when the line drops, which is the minimum standard for a beach club on a Saturday.
- Event-driven demand. Mandalika occupancy jumps around MotoGP and big running events. If you are timing an opening around one of these dates, a slipped POS or accounting go-live costs you your best trading week.
- Local support in local hours. Our team is based in Bali and supports you in WITA business hours. We also publish directories of accounting and tax firms in Bali and Mataram and Lombok, useful when you need a local konsultan pajak for PPN, withholding or PBJT filings.
- Bilingual teams. Owners and GMs may work in English while stores, cashiers and accounting staff work in Bahasa Indonesia. Tell us during your demo which language each team needs, from owner reports to cashier screens.
Pre-opening finance and POS checklist
- Agree the legal entity, NPWP and PKP status, and which company carries pre-opening costs
- Build the chart of accounts and cost centres to mirror the pre-opening budget
- Load the approved budget into TikaPro by department and cost centre
- Set approval rules by amount and category; no one approves their own request
- Register every vendor with tax details and payment terms before the first PO
- Issue all FF&E, OS&E and IT purchases as POs, never by message
- Record every delivery as a goods receipt, including shortages and damage
- Pay only matched bills; review the open-PO and open-receipt reports weekly
- Reconcile bank accounts weekly, not monthly
- Build the TikaPOS item master with per-outlet prices and tax per item
- Map POS sales, payments, discounts and tax to the GL with finance
- Test every payment method, including split payment and QRIS
- Load opening inventory and run full cash-session training in mock service
- Run soft opening on the live POS and review the outlet P&L before grand opening
Closing thoughts
Pre-opening is a project with a hard deadline and a fixed budget, and it is the period when an owner is most exposed. The tools do not replace a strong financial controller or a disciplined pre-opening team. What they do is make discipline the default: no PO, no purchase; no receipt, no payment; no mapping, no sale.
We built TikaPro and TikaPOS in Bali for exactly these projects, with island supply chains and Indonesian tax in mind. Start the conversation at least nine months before opening, and treat go-live as a milestone on the critical path, not a task for the last week.
